It bugs out sometimes, my mods do change with loadouts but it does glitch out, my arm piece wouldn't change or helmet mods. I’ve literally never seen it not save armor mods exactly as inserted for multiple sets using the same armor over a few dozen different builds. If it’s not working, it’s not working inconsistently.
