Just fill up districts for whichever the planet has the most districts for, and set the designation accordingly. However, what do I do with the extra building slots? I know I can just build what I need, but I don't get how to choose WHERE to build it, as in which planet. Most of the designations have a cost reduction on building districts related to them - I think this is an attempt at Stellaris to guide planetary development, rather than buff what's already built. Generator designation will give you +20 energy per month, mining designation will give you +15 minerals per month, and rural will give you +8 energy and +6 Minerals. Rural is just giving you less than picking one or the other designation.
