One thing is you don't put a 20 amp fuse in a 10amp spot because a fuse is a circuit Protector and puting a 20 in a 10 would damage whatever is on that circuit. First thing is to check and clean all the electrical connections on the EPS unit. After some time these connections get corroded and dirty.

Disconnect the shift cable at the transmission, this will allow you to work the shifter to see if it's something in the cable as well as work the arm on the transmission by hand to see if it is rough/hard to operate.
