If you plan on literary everyone you pick having psychically dull, the the reroll option shouldn't look too bad. psycasts can save you early game and you don't need to add it until late when all colonists have titles / anima linkings.

Beside it affecting the scaling of their psycasting, casting buff psycasts double dips on the psy sensitive buff letting you do stuff llike having a psycasters stay invisible for extremely long durations. For a normal pawn, the answer is mostly netural.
