Yeah, drills at or above the surface are specifically coded not to pull any cloutium. You need to be at least 2 blocks below the surface (IIRC) for them to start pulling cloutium. Ideally you'll want to stick your T1 drills at 8 blocks below the surface (just above where the T2 dirt starts) to maximize your yield.
