Idk about the player homes, but for golden hills you can change steward as much as you want. HF personal stewards are permanent. Or as permanent as they can be given mods and console commands. I know you can dismiss a steward for Goldenhills but I don't know if you can hire a new one. Give me a sec and I can test it for you.
