154.905 is the MSHP common extender frequency in much of the state. My guess is someone let a list get out with a typo - or a planted mistake. While it may be used for interagency coordination, there would be no requirement for it to be encrypted, nor would it be probable. Most of the MSHP legacy equipment is not capable.
