CEMU really depends much more on CPU than GPU. My notebook with a 1060 6GB paired w/ a i7-7700hq is able to do it. My CPU is pretty easily the weakest part of my build as it is quad core/ 8threads but runs at 3.4GHz on all cores at all times while emulating.
