I've always worn a 36B and the band fits comfortably with minimal riding up, I just got a brand new bra yesterday and I'm on the last hook (the loosest one) and it fits fine. I also wore a 34C before measuring as 30E (I'm down a cup size now due to weight loss, but same band). I didn't believe it at first and spent a bunch of time wearing too-loose 32DDs until I finally picked up a 30E. Perfect fit! Still needed to work on finding the right shape, but volume and band tightness were 👌.
30D is made for a 30 inch underbust and 34 inch bust. 38A is made for a 38 inch underbust and 39 inch bust. Based on your measurements, I think 32C and 32D are likely sizes. I referred to some older ABTF posts to see recommendations for wide set and shallow roots, and tried Natori Feathers Full Coverage, as well as Chantelle Magnifique Minimizer.
