First and foremost that is changing entries in the Oblivion.ini which you find in Documents->My Games->Oblivion. Open the Oblivion.ini file with a text editor like notepad - you made a backup of your .ini didn't you ?
Bevilex's mod list is a great place to start. For grasses and vegetation, we have The Imperial Ecology. Lush and Gaudy Flora from that mod list isn't gonna be your thing and Grass/Trees Overhaul have some landscape changes, iirc. For a very broad gameplay improvement I recommend Mascar's Oblivion Overhaul and also Maskar's other mods. They are very stable, configurable and fun.
