This was done with very non-optimal mesos rates - I did meso tour for one week in the last few months, did Ursus maybe 70% of the time that I could, and invested not a lot of mesos into this character.
With Epic and a decent set of gear, he should have at least 200k range at his level on Reboot (heck even without Epic a decent 11-star wep like Sweetwater would get him there). Just don't delay getting CRA/absolab because you're going for empress. Depends on how quickly you progress. Empress gear takes a while to get since Cygnus is weekly, so some people get to CRA before they have time to get empress gear.
