It's like the box of secrets my dude. Takes forever to find one, but when you do it feels like a big accomplishment (I'm sure, as I haven't found the shrouded ghost yet myself). Especially since they made the change where you can earn the doubloons/titles whenever you want, I think it's fine to have some super-rare encounters like that.

They usually only take a couple of minutes if you’re hitting your cannons. The shrouded ghost is stupidly rare and you have to kill it if you ever get it.
