well you just proved it right there, its not working. Going from 100% to 0% and gaining 10ish fps means its not working. If it was working, you would gain 50+fps if you know what resolutionscaling even does. That means you are playing at a VEEEEERY low resolution and the game should be blasting frames out.

You should be close with a standard 4070. Maybe 55-60fps is what you'll have with those settings. You could lower a few things to High and get over 70FPS at 1440p also if you want.
