I think it is a Ford 3000 built in Antwerp Belgium in 1970. My IT manual is a FO-31. The manual says the pressure relief valve is underneath the tractor in the bottom of the hydraulic unit. Does not appear to be there. The valve in the O ring area is the safety valve that screws into the top of the lift cylinder.

If it has a draft control 3ph, it may be in draft control mode. It'd be better if somebody who has one describes the operation.As JMOR says, you are compressing springs as shown in the picture. Selecting Position control moves the pin onto the cam as in the picture.
