You can see in the screenshot that the scythe attacks 20% slower, has a much lower max hit, and a much lower accuracy than the partisan. If it didn't factor in the 75% dps boost then the shown dps would likely be closer to half that of the pattisan, but instead it's only slightly lower. The Keris Partisan's attack speed will be halved when using Wrath of Amascut. In other words, you'll have to wait 8 cycles after using this Special Attack to be able to start attacking again.
