Recon has very negligibly better Damage Resistance, Secret Service has better energy and rad resistance. Even when legendary crafting is added tomorrow (yikes, that's tomorrow,) Secret Service rolls will still be easier to get thanks to not needing legendary cores and only needing 1 module as opposed to 4.
