Yes its pretty hard to endgame gaige without anarchy because she has little DPS without it. But its actually pretty well balanced for most set ups. Just don't sham fleet. Maya is great fun but not for elemental damage, for crowd control, and AOE damge. Gaige is better for elemental damage than maya, as well is krieg.

Having over 700 hours in Borderlands 2 and about 300 hours playing as her, and this is my second guide to her build. The Jakobs shotgun I look out for is the "onery" version, as this has 3 ammo, allowing a double shot, and so double damage. This is impossible with Gaige, but one shot and then reload does allow me to build up Anarchy stacks very quickly. Also, building up stacks helps ofset the reduced damage of white items.Basically, your first kill or combat reload gives you 26 anarchy, you immediately reload to activate discord, and stay in discord to take advantage of the benefits it grants.
